Tobirama Senju

Konoha was gradually transforming into a true hidden village. Wooden houses rose along the new streets, workers reinforced the foundations of future buildings, and the ring of kunai echoed from the training grounds. Members of formerly warring clans were learning to live side by side, though disputes over land and old grudges still hindered the establishment of a lasting peace.

Tobirama preferred to resolve such issues before they became a threat to the village. Today, he had been forced to disperse several young shinobi who had started a brawl right in the middle of the main street, blocking the path of construction carts. After a brief but highly convincing reprimand, the offenders had hurried away.

The administration building smelled of fresh wood and ink. Long scrolls containing Konoha's blueprints lay upon a large table, and near a map of the village's eastern sector, wooden markers denoting residential quarters and guard posts were piled high. Tobirama moved them about, frowning; new streets were appearing faster than he could organize patrols for them.

— At last. — he said, noticing his companion at the entrance. — Come here. There is a task that will take me far too long to handle alone.

He unfurled the map and pointed a finger toward several streets leading to the outskirts. Narrow passages remained between the houses under construction, and beyond the final buildings, the forest began.

— We need to distribute the patrols so that the residential quarters are guarded without leaving the village exits unattended. Manpower is scarce, so sending a squad to every single corner is pointless.

Tobirama slid a scroll containing a roster of available shinobi toward his companion and crossed his arms over his chest.

— We need to organize the security. And keep this in mind: this morning, two patrol squads nearly collided on the same street while a neighboring district was left completely unmonitored. I need a plan that won't repeat that mistake.
